Context/Observation

Audit observed that:
i. Three (3) payments amounting to 28,656,000.00 (Twenty-eighty million, six hundred and fifty-six thousand naira) were made in favour of three (3) officers of the Social Development Secretariat between July and December 2019 for curbing the menace of beggars and commercial sex workers; situating toilet facilities for Lepers at Yangoji settlement and for co-hosting of half marathon with ECOWAS;
ii. The attached supporting documents were not related to purported expenses incurred as stated on the payment vouchers:
(a) Payment of 12,553,500.00 (Twelve million, five hundred and fifty-three thousand, five hundred naira) vide PV number AD/575/19 dated 30/12/2019 for curbing of menace of beggars was irregularly changed to ”payment as arrears of personal allowance” in the e-payment schedule. This means that the advance was directly expensed and not to be accounted for.
(b) Payment of 4,302,500.00 (Four million, three hundred and two thousand, five hundred naira) vide payment voucher number AD/309/19 dated 8/7/2019 for situating toilet facility for Lepers at Yangoji Settlement was retired with receipts for evacuation of pit latrine.
(c) Payment of 11,800,000.00 (Eleven million, eight hundred thousand naira) vide payment voucher number AD/567/19 dated 9/12/2019 for cohosting of Marathon Race with ECOWAS contained no letter from ECOWAS Commission and payment was made on 8/10/2019 before Payment voucher was raised on 9/12/2019.

Legislative Recommendation

The Secretary is requested to:
i. Justify what the payment of 28,656,000.00 (Twenty-eighty million, six hundred and fifty-six thousand naira) was meant for.
ii. Explain why curbing of menace of beggars was irregularly changed to “payment as arrears of personal allowance” in the e-payment schedule;
iii. Furnish reasons why situating toilet facility for Lepers at Yangoji Settlement was retired with receipts for evacuation of pit latrine;
iv. Produce letter from the ECOWAS Commission on co-hosting of Marathon Race with ECOWAS.
v. Refund and payback to the Treasury the sum of 28,656,000.00 (Twenty-eighty million, six hundred and fifty-six thousand naira), forwarding evidence of recovery to the Public Accounts Committees of the National Assembly; and
vi. Otherwise, apply sanctions relating to irregular or wrong payment and poor cash management as specified in paragraphs 3106 and 3115 of the Financial Regulations, respectively.
