Context/Observation

1.The RUGA project was flagged off on Thursday 21st May 2019 but was later suspended through a Presidential Directive given on Tuesday 3rd July 2019.
2.Ninety-five (95) Payment Vouchers were raised and paid from RUGA Intervention Fund between 1st August 2019 and 13th September 2019 totalling N3,433,984,692.66 (Three billion, four hundred and thirty-three million, nine hundred and eighty-four thousand, six hundred- and ninety-two-naira sixty-six kobo
3.The above payments were initiated and paid without due process after the Presidential Directive suspending the RUGA project.

Legislative Recommendation

1. Furnish reasons for paying for RUGA intervention fund after its suspension.
2.Recover the sum of N3,433,984,692.66 (Three billion, four hundred and thirty-three million, nine hundred and eighty-four thousand, six hundred- and ninety-two-naira sixty-six kobo) and remit same to the Treasury.
3. Forward evidence of refund to the Public Accounts Committees of the National Assembly,
4. Otherwise, apply sanctions relating to irregular payment and payment for jobs not executed specified in paragraphs 3106 and 3104(i-iii) of the Financial Regulations respectively.
