Context/Observation

Audit observed from the Council’s Zenith Bank Account Numbers (1014775025 and
1015484164) for 2018 financial year includes:
i. One hundred and eight (108) payments amounting to 124,239,614.27 (One hundred and twenty four million two hundred and thirty nine thousand, six hundred and fourteen naira twenty seven kobo) were made to different persons;
ii. Payment vouchers for these payments were not made available for audit review; and
iii. The purpose for these payments could not be ascertained by the audit as there were no narrations in the bank statements as to why these payments were made.

Legislative Recommendation

The Honourable Chairman is requested to:
i. Account for the sum of 124,239,614.27 paid to different beneficiaries without justification; or
ii. Recover and remit to chest, the sum of 124,239,614.27 (One hundred and twenty four million two hundred and thirty nine thousand six hundred and fourteen naira twenty seven kobo), forwarding evidence of the remittance to the Public Accounts Committees of the National Assembly, and
iii. Otherwise, apply sanction relating to wrong or irregular payments in paragraph 3106 of the Financial Regulations.
