Context/Observation

Audit observed from the review of the Council’s Zenith Bank Account Numbers (1014775025 and 1015484164) for the 2018 financial year that:
i. A total of 82,005,487.38 (Eighty-two million, five thousand, four hundred and eighty seven naira, thirty eight kobo) was made to (105) non-existing beneficiaries. For instance, the sum of 11,923,822.55 was paid to “Fg guys CD Juarez” on 14th October, 2018. Also, the sum of N9,081,845.02 was paid to “Is Hf ND us” on 7th March, 2018. And in another instance, the sum of (8,659,689.77) was paid to“VVVVVVVVVVVVVVVVVV” on 5th June, 2018; and
ii. The purposes of the payments could not be substantiated.

Legislative Recommendation

The Honourable Chairman is requested to:
i. Account for the sum of 82,005,487.38 paid to the unsubstantiated beneficiaries;
ii. Recover and remit to chest, the sum of 82,005,487.38 and forward evidence of the remittance to the Public Accounts Committees of the National Assembly; and
iii. Otherwise, apply sanction relating to wrong or irregular payments in paragraph 3106 of the Financial Regulations.
