Context/Observation

I.Fifteen (15) payment vouchers totalling N54,336,776.21 were raised and paid between December 2017 and December, 2018 for various transactions including rent of office/residential accommodations, payment for electricity bill, training programmes.
II.Relevant supporting documents such as receipts from the landlords or their agents, acknowledgment of payment of electricity bills, certificate of attendance for the training, etc. were not attached to the payment vouchers.

Legislative Recommendation

The Comptroller General is requested to:
I.Provide reasons why payments were made without adequate supporting document as evidence of payments.
II.Account for the sum of N54,336,776.21 and remit same to the Treasury.
III.Forward evidence of remittance to the Public Accounts Committees of the National Assembly.
IV. Otherwise, sanctions relating to irregular payment stated in paragraph 3106 of the Financial Regulations should apply.
