Context/Observation

I.The sum of N4,707,000.00 was paid to some staff of the University in 2017 as “wardrobe and recharge card allowances”.
II.The wardrobe allowance which amounted to N525,000.00 was paid to the University Principal Officers vide Payment Request Form No. 2052 of 9 February, 2017. While the sum of N697,000.00 was also paid bi monthly to the University officials vide PV No. 001710251310273, amounting to a total of N4,182,000.00 yearly.
III.There were no budgetary provisions for the expenditure.
IV.These allowances were neither approved nor included in the allowances which public officers in the Tertiary Institutions are entitled to.

Legislative Recommendation

The Vice-Chancellor is requested to:
i.Provide reasons why expenditures not contained in the Appropriation Act were paid.
ii.Recover the sum of N4,707,000.00 and remit same to the CRF.
iii.Forward evidence of remittance to the Public Accounts Committees of the National Assembly.
iv.Otherwise, apply sanctions relating to irregular or wrong payment stated in paragraph 3106 of the Financial Regulations.
