Context/Observation

Audit observed that:
i. Five (5) staff of the Hospital were paid 2011 and 2018 arrears amounting to 2,274,544.67 (Two million, two hundred and seventy-four thousand, five hundred and forty-four naira, sixty-seven kobo) from 2019 allocation, and
ii. There was no evidence to show the arrears were captured in the 2019 appropriation as required by extant regulations..

Legislative Recommendation

The Chief Medical Director is requested to:
i. Furnish reasons why salary arrears not appropriated for were paid.
ii. Recover the sum of 2,274,544.67 (Two million, two hundred and seventy-four thousand, five hundred and forty-four naira, sixty-seven kobo) and remit to the Treasury.
iii. Forward evidence of remittance to the Public Accounts Committees of the National Assembly, and
iv. Otherwise, apply sanctions relating to irregular payment prescribed by paragraph 3106 of the Financial Regulations.
