Context/Observation

Audit observed that:
i. The sum of 147,443,900.00 (One hundred and forty-seven million, four hundred and forty-three thousand, nine hundred naira) was, between May and December 2019, paid to the personal bank accounts of Heads of Departments who are Directors, as cash advances to carry out official activities in their respective departments; and
ii. The payments were done from the headquarters in FCTA into individual bank accounts as against the official Secretariat bank account, contrary to the extant regulation quoted above.

Legislative Recommendation

The Secretary is requested to:
i. Justify the payment of public funds amounting to 147,443,900.00 to the personal bank accounts of Directors/Heads of Departments, as cash advances to carry out official activities in their respective departments;
ii. Account for the sum of 147,443,900.00, otherwise recover it and refund same to the Treasury;
iii. Forward evidence of remittance to the Public Accounts Committees of the National Assembly; and
iv. Otherwise, apply sanctions relating to poor cash management in paragraph 3115 of the Financial Regulations.
