Context/Observation

i.The University awarded three (3) contracts totalling N37,121,550.00 to two contractors in January, 2017 for construction of Borehole and computer related services.
ii.The contractors were paid mobilization fees of between 50% to 80%, which amounted to N21,464,775.00 in violation of the above quoted regulations, and
iii.Unconditional bank guarantee or insurance bond submitted by the contractors, as a precondition for the award was not presented for examination.

Legislative Recommendation

The Vice Chancellor is requested to:
I.Furnish reasons for payment of mobilization fees of between 50% to 80% to the contractors and why mobilization fee was paid without an advance payment guarantee.
II.Recover the sum of N21,464,775.00 and remit same to the Treasury.
III.Forward evidence of remittance to the Public Accounts Committees of the National Assembly.
IV.Otherwise, apply sanctions relating to irregular award stated in paragraph 3117 of the Financial Regulations.
