1. The Centre paid 15% mobilisation fee amounting to N4,350,000.00 (Four million, three hundred and fifty thousand naira) to a contractor for the renovation of old administration building,
2. There was no evidence to show that Advance Payment Guarantee (APG) as prescribed by extant regulations was collected from the contractor before paying the mobilization fee.
1.Provide reasons why mobilization fee was paid to contractor without an APG.
2.Account for the sum of N4,350,000.00 (Four million, three hundred and fifty thousand naira).
3.Recover the sum of N4,350,000.00 and remit same to the Treasury
4.Forward evidence of remittance to the Public Accounts Committees of the National Assembly, and
5.Otherwise, apply sanctions relating to irregular and wrong payment and on gross misconduct stated in paragraphs 3106 and 3129 of the Financial Regulations respectively
