Context/Observation

Audit observed that:
i. The sum of 1,540,000.00 (One million, five hundred and forty-thousand naira) only was paid from the Overhead vote to a staff of the Authority to place advert in various media firms in the month of January, 2019, without attaching the various publications for which the said amount was spent, contrary to extant regulations.
ii. Supporting documents such as newspapers cuttings were not attached, and
iii. Fictitious computer printout was used as invoice or receipt; invoice was without serial number, no sun logo, etc.

Legislative Recommendation

The Managing Director is requested to:
i. Provide reasons why payments were made for publication without evidence of publication.
ii. Account for the sum of 1,540,000.00 (One million, five hundred and forty thousand naira) only.
iii. Recover and remit to Treasury the sum of 1,540,000.00 (One million, five hundred and forty thousand naira) only.
iv. Forward evidence of remittance to the Public Accounts Committee of the National Assembly, and
v. Otherwise, apply sanctions relating to irregular payment specified in paragraph 3106 of the Financial Regulations.
