Audit observed that:
i. The sum of 73,064,760.00 (Seventy-three million, and sixty-four thousand, seven hundred and sixty naira) only, was paid to some officers of the Service for the conduct of residency verification and TIN project in December 2019 which was duly approved on 17th December 2019 by Executive Chairman (residency verification) and the Director Human Resource.
ii. Project report to ascertain whether the projects were actually executed, obstacles encountered (if any), the achievements made and the recommendations for the management to act upon, was not made available for examination, despite repeated demands.
iii. The payment for the TIN project was funded from Staff welfare sub-head (code No: 22021007, an unrelated sub-head, contrary to extant regulations.
The Executive Chairman is requested to:
i. Furnish reasons why payment for TIN project was made from unrelated subhead.
ii. Account for 73,064,760.00 (Seventy-three million, and sixty-four thousand seven hundred and sixty naira) only.
iii. Remit to Treasury, the sum of 73,064,760.00 (Seventy-three million, and sixty-four thousand seven hundred and sixty naira) only.
iv. Forward evidence of remittance to the Public Accounts Committees of the National Assembly, and
v. Otherwise, apply sanctions relating to payment for job not executed prescribed by paragraph 3104(iii) of the Financial Regulations.
