Audit observed that:
i. A total of 6,043,556.00 (Six million, forty three thousand, five hundred and fifty-six naira) was paid to four (4) officers of the Ministry in February, 2017 to embark on foreign trips.
ii. The was no evidence of approval from the relevant authorities as prescribed by the extant regulations, and
iii. The breakdown of how the sum of 6,043,556.00 was arrived at, authorization pages, letters of invitation, etc, were not attached to the payment vouchers, thereby making it impossible for audit to confirm the genuineness of the expenditure.
The Permanent Secretary is requested to:
i. Furnish reasons why payments for international travels were made without approval by the Head of the Civil Service of the Federation.
ii. Account for the sum of 6,043,556.00 (Six million, forty three thousand, five hundred and fifty-six naira) purportedly expended on foreign trips.
iii. Recover the amount from the officers and remit same to Treasury, forwarding evidence of remittance to the Public Accounts Committee of the National Assembly, and
iv. Otherwise, apply sanctions relating to irregular payments and poor cash management specified in paragraphs 3106 and 3115 of the Financial Regulations respectively.
