Audit observed that payment of estacode and travel allowance in favour of the Executive Secretary (ES) and one Officer on official visit to Brazil from April 29th to 7th May, 2017 was made to the tune of ₦6,623,548.00 without appropriate approval from the Head of Civil Service of the Federation for the journey which is a contravention of the above Circular. The payment was made via Payment Voucher No: CAP/008/2017 dated 7/9/2017.
The Executive Secretary is required to refund the sum of ₦6,623,548.00 in accordance with the provisions of FR 3106.
