Context/Observation

i.There was a credit entry of N 1,224,817,894.80 in December cash book, being remittance of arrears of operating surplus using General journal vide GJLP008498dated 31/12/2019.
ii.There was no evidence of remittance as the Commission failed to produce the relevant Treasury Receipt and statement to confirm that the transfer was made to the Consolidated Revenue Fund Account (CRF)
iii.There was no breakdown of the revenue generated for the period showing the year’s making up the arrears.

Legislative Recommendation

The Commissioner for Insurance is requested to:
I.Provide the evidence of remittance of the sum of N1,224,817,894.80 being arrears of operating 2019 Annual Report 416 surplus claimed to have been remitted to CRF; or
II.Remit the sum of N1,224,817,894.80 to Treasury and produce the treasury receipt obtained from Accountant General of the Federation, supported with REMITA payment receipt to the Public Accounts Committees of the National Assembly; and.
III.Otherwise, sanction relating to failure to collect and account for government revenue in paragraph 3112 of the Financial Regulations should apply.
