Context/Observation

Audit observed that:
i. The sum of 276,749,014.68 (Two hundred and seventy six million, seven hundred and forty nine thousand, fourteen naira, sixty-eight kobo) from twelve (12) payments vouchers was made to contractors and service providers from the project account of the Commission, and
ii. The sum of 2,767,490.14 (Two million, seven hundred and sixty-seven thousand, forty hundred and ninety naira, fourteen kobo) representing 1% Stamp Duties was not deducted.

Legislative Recommendation

The Clerk to the National Assembly is requested to:
i. Furnish reasons why 1% Stamp Duty was not deducted from payments to contractors and service providers.
ii. Recover and remit the sum of 2,767,490.14 (Two million, seven hundred and sixty-seven thousand, forty hundred and ninety naira, fourteen kobo) to relevant tax authorities.
iii. Forward evidence of remittance to the Public Accounts Committees of the National Assembly, and
iv. Otherwise, apply sanctions relating to failure to promptly remit tax specified in paragraph 234(ii) of the Financial Regulations.
