Context/Observation

I.Nine hundred and ninety-six (996) names were repeated in the Nominal Rolls of the Ahmadu Bello University (ABU), Zaria.
II. One hundred and seventy-eight (178) employee records were repeated and 1,097 employees have “null’ first names in the Nominal Rolls of the Federal Road Safety Corps (FRSC).
III. One hundred and seventy-four (174) instances with abbreviated Employee Names, “null”, “NA”, “-”, etc. With the Nigeria Police Force (NPF).
These were due to the absence of input controls on the application i.e., duplicate and completeness checks on the applications. The application should have rejected these entries during enrolment and also during the processing of monthly payrolls.

Legislative Recommendation

The IPPIS Steering Committee Chairperson should ensure:
I. The re-configuration of the IPPIS applications to enable the existence of input controls that ensures data integrity;
II. The cleansing/sanitation of the records of FGN employees on the IPPIS payroll especially with respect to the DoB, DoFA, and the multiple entry of employee names; and iii. Apply sanctions relating to gross misconduct specified in paragraph 3129 of the Financial Regulations (FR).
