Audit observed that:
i. The Mission received Intervention Fund totaling N310,046,870.73 from 2 (two) releases as shown below:
AIE No MFA/MS/OH/856/2017 totaling N60,106,550.73 dated 22/2/2018.
AIE No MFA/MS/OH/856/2017 totaling N249,940,320.00 dated 10/07/2018.
ii. Total capital receipts for the 2018 financial year was US 271,624.41 (=N82,310,427.25).
iii. The sum of US$207,034.35 (=N62,708,681.80) was specifically set aside for renovation of Office Buildings.
iv. The sum of N26,510,759.15 was wrongly paid to an Officer under Presidential Intervention Fund for renovation of Office Building covered under the Capital receipts A.I.E for 2018 financial year.
v. As at 14/09/2018, the entire renovation works as approved by Amb/PR for various Buildings within the Chancery was to cost ETB 4,444,356.80 as detailed below:
GH1 at 1,041,225.20
GH2 at 1,061,008.00
GH3 at 399,125.00
GH at 698,281.10
Pre GH at 891,567.05
Min GH at 51,400.00
Community Hall at 301,750.00
The Permanent Secretary MFA is requested to:
i. Furnish explanations for the irregular award of contracts to an officer for renovation of Office Buildings covered under the Capital receipts A.I.E for 2018 Financial year.
ii. Recover from the officer the sum of 26,510,759.15 wrongly paid to him under Presidential Intervention fund for renovation of Office Buildings covered under the Capital receipts A.I.E for 2018 Financial year, and
iii. Remit 26,510,759.15 recovered to the Treasury;
iv. Forward evidence of remittance to the Public Accounts Committees of the National Assembly, and
v. Otherwise, apply sanctions relating to irregular payment specified in paragraph 3106 of the Financial Regulations.
