1.Seven (7) payments totalling N7,092,997.00 (Seven million and ninety-two thousand, nine hundred and ninety-seven naira) were made from sub-head 0406(L)-Maintenance of Ammunitions and Riot Control Equipment and Subhead 0406 (M) – Maintenance of Armory and Ranges for purposes that are not related such as procurement of cartons of A4 papers, purchase of Laser Jet printer and inkjet, and supply of red, blue and black biro, and
2.Evidence of approved virement, in compliance with extant regulations was not provided. Consequently, the payment of N7,092,997.00 cannot be accepted as a legitimate charge against public funds and hence disallowed.
i. Provide reasons why payments were made from wrong subheads without approved virement.
ii. Recover the sum of N7,092,997.00 (Seven million and ninety-two thousand, nine hundred and ninety-seven naira) and remit same to the Treasury.
iii. Forward evidence of remittance to the Public Accounts Committees of the National Assembly, and
iv. Otherwise, apply sanctions relating to irregular payment specified in paragraph 3106 of the Financial Regulation
