The audit observed that the sum of N38,308,430.60, were recurrent expenditures paid from Capital votes. The expenditure cannot be treated as a legitimate charge on public funds.This was in contravention of the above stated Financial Regulations 417 and 316(iii) by the management of the Ministry
1.The Permanent Secretary is required to recover the sum of N38,308,430.60 and;
2. The Permanent Secretary and all affected officials should be sanctioned in line with Public Service Rules 030402(m).
