I.The University procured two motor vehicles for the sum of N38,600,000.00 vide two payment vouchers, details of which are provided below:
1.14/3/17 Toyota Camry LE salon car voucher number-001703140713044 (N27,000,000.00)
2.8/5/17 2015 Model Toyota Prado Jeep voucher number -170509120853730 (N11,600,000.00) which is a total of N38,6000.00
II.There was no evidence of competitive bidding and no quotations sourced from three prospective suppliers as required by extant regulations.
III.The contract was awarded to a contractor that is not an accredited dealer for Toyota motors in Nigeria, contrary to the provisions of extant regulations.
IV.The university was denied the right to free servicing for three years or up to a maximum of 100,000 kilometres, whichever comes first, had the vehicle been purchased from a licensed Toyota dealer, and
V.The receipt for the Toyota Camry salon car was not provided instead, the university provided a Store Receipt Voucher (SRV) as evidence of payment.
The Vice Chancellor is requested to:
I. Furnish reasons why due process was not followed in the procurement of vehicles.
II. Account for the sum of N38,600,000.00
III.Recover the sum of N38,600,000.00
IV.Forward evidence of remittance to the Public Accounts Committees of the National Assembly for verification, and
V.Otherwise, sanctions relating to irregular award of contract stated in paragraph 3117 of the Financial Regulations will apply
