Context/Observation

1. Contract for the supply of Fire Alarms Communication & Office Equipment at Lagos Port Complex was awarded to a company at a contract sum of N17,561,250.00 (Seventeen million, five hundred and sixty-one thousand, two hundred and fifty naira) vide award letter with Ref. No. HQ/GM/PROC/CON/C.11/81st PTB/SN22/17/691 dated 28 the December 2017 with a two-week completion period;
2. The sum of N3,000,000.00 (Three million naira) included for 4 Nos. of Walkie Talkie storage panel, with provision for storing 10 Nos. units at N750,000.00 each,
3. A small wood storage was put in place instead. Despite this anomaly, the contractor was paid fully through payment Reference No. HQ/CS/292 dated13th February 2018

Legislative Recommendation

The Managing Director is requested to:
i. Justify payment for items other than that specified in the contractual document.
ii. Recover the sum of N3,000,000.00 (Three million naira) meant for the construction of 4nos Walkie Talkie storage panel and remit same to the Treasury, and
iii. Forward evidence of remittance to the Public Accounts Committees of the National Assembly, and
iv. Otherwise, apply sanctions relating to irregular payment prescribed by paragraph 3106 of the Financial Regulations
