Context/Observation

Audit observed that a total of N180,839,076.13 was paid to some officers of the Fund between January and December 2017 as Estacode allowances, air passage, return tickets, etc., to enable them embark on foreign trips.
However, the payments were not supported by approvals either by the Head of Civil Service of the Federation or by the Secretary to the Government of the Federation, as the case may be, in violation of the above quoted circular.
