Context/Observation

1.The IPPIS project which was conceived as an ICT solution to centralize the payment processes for Federal Government employees, and to store and maintain their personal information, is yet to be successfully completed as at November, 2020 (i.e., 14 years after project kick-off).
2. One of the Application’s key deliverables; which is the Human Resource (HR) Module, is still work-in-progress for instance.
3. There was over-reliance on the two (2) vendors contracted to manage key aspects of the Systems e.g., enrolment and making changes to employee critical data, monthly payrolling and managing/maintaining the database of employees in spite of the significant funds committed to the project already.
4.The sum of N3,962,438,262.60 have been paid to the two (2) vendors between year 2012 and year 2018, excluding payments to Project Management Consultants, Customer Relationship Managers and other Experts on the project;
5.The Contract and Service Level Agreement with the two vendors were not made

Legislative Recommendation

i. Provide justification why the IPPIS Project has not been delivered 14 years after initiation.
ii. Furnish details of the original Contract and Service Level Agreements to the Auditor-General for the Federation and the Public Accounts Committees of the National Assembly.
iii. Provide a definite timeline including cost within which the day to day running of the IPPIS will be effectively relinquished to the Federal Government, the endusers, and
iv. Otherwise, apply sanctions relating to gross misconduct specified in paragraph3129 of the Financial Regulations (FR).
