i.Tax deductions on the transactions processed through the GIFMIS was not automated; the payment officer is expected to manually apply tax rates to payments. The officer may incorrectly or deliberately apply a 0% or reduced tax rate and pay the supplier full contract sum
ii.Stamp duty tax rate was not fixed in the GIFMIS system, computations are done manually and remitted separately
iii.The Revenue (Income) functionality in the GIFMIS was not being used as there were no records of revenue/income made by the respective MDAs
iv. The Human Resource functionality, a major element of the GIFMIS, was not used. This functionality was not used as HR details are captured by the IPPIS system which is a separate personnel and payroll system also owned by the Office of the Accountant-General of the Federation
v.The automated reconciliation for failed payments has not been functional since February 2019. Audit detected over N650,000,000.00 of failed payments that were still pending resolution and not reversed back to their respective MDAs.
The Accountant-General of the Federation is requested to:
i.Upgrade the tax functionality in the GIFMIS Application to automatically apply mandatory tax rates to payments;
ii.Ensure all MDAs using the GIFMIS Application comply with the requirements of the system
iii. Apply sanctions relating to gross misconduct specified in paragraph 3129 of the Financial Regulations.
