Audit observed from the review of list of on-going projects, bank statements and bank mandates that:
i. There were at least 34 capital projects/facilities maintained by the Council in 2018 financial year with a minimum contract sum of 665,871,098.85 (six hundred and sixty-five million eight hundred and seventy one thousand ninety eight naira eighty five kobo);
ii. The council failed to provide policy files, status reports, and summary of sheet of payments made on these projects/facilities as at the end of 2018 financial year that would have helped in ascertaining the actual value of the contracts; and
iii. The Council did not avail the Audit the opportunity to inspect the projects/facilities for which public funds were expended in other to ascertain the existence of these projects/facilities and assess if there were value for money on funds expended.
The Honourable Chairman is requested to:
i. Account for the sum of 665,871,098.85 expended with respects to 34 capital projects/facilities;
ii. Forward the relevant policy files for these projects/facilities to the Public Accounts Committees of the National Assembly; or
iii. Recover public funds paid with respect to these projects/facilities and remit same to the Treasury, forwarding evidence of remittance to the Public Accounts Committees of the National Assembly, and
iv. Otherwise, apply sanction relating to payment for jobs not executed in paragraph 3104 (iii) of the Financial Regulations.
