Audit observed that:
i. A particular food-vending operator have been carrying out food vending business on the ground floor of ship “A” wing within the ministry’s premises for the past three years.
ii. There was no evidence that the management of the ministry collected rental income from the operator for the three years, and
iii. Neither information nor documents relating to the above transaction could be traced to the ministry’s revenue records.
The Permanent Secretary is requested to:
i. Furnish reasons why government facilities were used by private operator without payment.
ii. Recover the appropriate amount of rent standing against the food vendor for the past three years and remit same to the Federal Government coffers.
iii. Forward evidence of remittance to the Public Accounts Committees of the National Assembly, and
iv. Otherwise, apply sanctions relating to surcharge specified in paragraph 3112 of the Financial Regulations.
