1.The Ministry incurred extra-budgetary contractual liability totalling N48,425,543,895.72 (Forty-eight billion, four hundred and twenty-five million, five hundred and forty-three thousand, eight hundred- and ninety-five-naira, seventy-two kobo).
2.The budgetary release of N98,044,134,611.00 (Ninety-eight billion, forty-four million, one hundred and thirty-four thousand, six hundred and eleven naira) representing 99.07% of 2018 capital allocation of N98,961,267,652.50
3.The Ministry did not take necessary actions to pay eligible contractors which led to an outstanding contract liability of N48,425,543,895.72.
The Permanent Secretary is requested to:
1. Furnish reasons for the extra budgetary spending of N48,425,543,895.72
2. Refund to Treasury, the sum of N48,425,543,895.72
3. Forward evidence of refund to the Public Accounts Committees of the National Assembly,
4. Otherwise, apply sanctions relating to irregular payment specified in paragraph3106 of the Financial Regulations.
