Audit observed that 103 MDAs exceeded their Personnel Cost Budget by ₦641,757,455,172.01, while 115 MDAs had zero Personnel Cost even though there was Budget allocation for them. The sources of extra funds for salaries and wages to 103 MDAs were not disclosed. Also, the reasons for zero personnel budget allocation for the 115 MDAs were not stated despite the fact that the MDAs under reference had annual budgets approved for them. Audit is therefore concerned about the completeness and accuracy of the consolidated figures with respect to salaries and wages.
The Accountant-General of the Federation is required to:
i. Furnish reasons for the non-compliance with the provisions of FRs 301, 312 and 417.
ii. Provide the sources and approvals for spending above the approved personnel budgets of 103 MDAs, and
iii. Justify the zero budget for the 115 MDAs.
iv. Otherwise, the above expenditure totaling ₦641,757,455,172.01 is disallowed (FR 417) and consequently, the officers should be held pecuniary responsible (FR 301).
