Audit observed that the sum of N500,000,000.00 was paid to a contractor vide payment voucher number CAP|4203|17 dated 14|3|2018, after an initial payment of N1,000,000,000.00 was made in December 2017. The payment was in respect of a contractawarded for the rehabilitation of Zaria-Panbeguwa road. It was however, observed that no provisions were made for this purpose in the 2017 Appropriation Act. To justify the payment,a copy of the 2016 approved budget was attached to the payment voucher. The transaction cannot be considered as a legitimate charge on government funds.The anomaly is a failure of management to fully plan ahead or subsequently approach the National Assembly for Supplementary Provision in the Appropriation Act.
The Permanent Secretary is required to recover the sum of N1,500,000,000.00, otherwise sanctions stated in FR 3117 should apply.
