Context/Observation

I.Seventy-four (74) Officers are less than eighteen (18) years of age.

II.Four hundred and five (405) officers were employed before their Dates of Birth.

III.Seventeen thousand, five hundred and fifty-eight (17, 558) Officers have future dates of employments.
These could be due to human errors during data entry caused by:
i.The lack of knowledge of the PSR by the consultants and the non-involvement of the relevant stakeholders during the enrolment of MDA staff on the IPPIS platform

ii.Absence of input controls on the application i.e., completeness and reasonableness checks (i.e., the observance of the requirements of the PSR, etc. during system configuration). The application should have rejected these data during enrolment.

Legislative Recommendation

The IPPIS Steering Committee Chairperson should ensure:
I. The re-configuration of the IPPIS applications to enable the existence of input controls that ensures data integrity.
II. The cleansing/sanitation of the records of FGN employees on the IPPIS payroll especially with respect to the Date of DoB and DoFA.
III. Apply sanctions relating to gross misconduct specified in paragraph 3129 of the Financial Regulations (FR).
