I.The Centre diverted amount totaling N1,379,072,231.82, (One billion, three hundred and seventy-nine million, seventy-two thousand, two hundred and thirty one naira eighty-two kobo), funds appropriated for payments of non-regular staff personnel from the GIFMIS to TSA Remita, contrary to extant regulations.
ii. Out of these total amounts of N1,379,072,231.82, N363,356,000 were diverted through Six (6) Cooperative Societies for purposes not known, while N1,015,716,231.86 were moved through contractors and purported to have been spent for capital projects and overhead expenditure which could not be ascertained by the audit team. The narrations for all the payments range from “Service rendered”, “Cleaning services”, “Mortuary services”, “Security Services” etc.
iii These payments totaling N1,379,072,231.82, (one billion, three hundred and seventy-nine million, seventy-two thousand, two hundred and thirty-one naira eighty-two kobo) were made via 195 separate payments.
iv. Payments vouchers were not raised for these transactions.
v. There were no evidence of competitive biding for the contracts were not sighted
vi. Most of the payments were made the same date.
vii. Contract files for the contracts/contractors were not provided
viii. Existence of the companies and their status were not known, and
ix. Details of the cooperative societies and evidence of their existence were not known.
