Context/Observation

Audit observed from the review of Council’s revenue bank statements, cashbooks,
payments vouchers and other relevant documents that:
i. The Council used ACE Micro Finance Bank with account number 0059532210 and FCT Microfinance Bank Limited with account number 1100120903 for collection of IGR:
ii. The Council failed to transfer its IGR to a central account;
iii. A cumulative sum of 7,620,000.00 (Seven million six hundred and twenty thousand naira) were paid into the private accounts of some Council’s staff from the revenue bank accounts; and
iv. There were no payment vouchers, or bank mandates to ascertain the purpose(s) of the withdrawals nor the authority to make such payments.

Legislative Recommendation

The Honourable Chairman is requested to:
i. Account for the sum of 7,620,000.00 (Seven million six hundred and twenty thousand naira), being internally generated revenue paid to private individuals;
ii. Recover and pay to chest, the sum of 7,620,000.00 (Seven million six hundred and twenty thousand naira) and evidence of recovery and payment should be forwarded to Public Accounts Committees of the National Assembly; and
iii. Otherwise, apply sanction relating to failure to collect and account for government revenue in paragraph 3112 of the Financial Regulations.
