Context/Observation

The Authority refused to release relevant records and documents to the audit team as related to the underlisted records and documents despite several and repeated requests for them and even after the report was forwarded to the Authority;
i. Parastatal Tender Board Minutes of Meetings for 2018 and 2019 financial years;
ii. Minutes of Meetings;
iii. Approval of the various Projects at various Board Meetings;
iv. Approval of Transfer of Projects via the Power of Attorney;
v. Extensions or Revalidations of Awarded Projects, Payments of Contingencies etc;
vi. All Memos regard Projects Award, Revalidations etc. address to MD;
vii. Complete list of Projects Awarded in the 2018 and 2019 financial years;
viii. list of core areas of mandate, and
ix. Motor Vehicle Files and 11 Motor Vehicles.

The Managing Director should explain:
i. The reasons for refusing the auditors access to documents and records which is a breach of the Constitution of the Federal Republic of Nigeria, 1999 (as amended) quoted above, and
ii. Otherwise, apply sanctions relating to gross misconduct specified in paragraph 3129 of the Financial Regulations.
