Context/Observation

I.The sum of N4,013,850.00 was granted as non-personal advances to eight (8) staff of the National Park between March and April 2018 for purchases and other services above the allowed threshold of N200,000.00 through Sixteen (16) payment vouchers.
II. Government was deprived of revenue of N401,385.00 that would have accrued to it from deduction of VAT and WHT if procurements were done through award of contracts.

The Director-General is required to:
I.Justify the granting of advances of N4,013,850.00 above the N200,000.00 threshold.
II.Recover and remit to the Treasury, the sum of N401,385.00 that would have accrued from deduction of VAT and WHT if procurements were done through award of contracts.
III.Forward evidence of remittance to the Public Accounts Committees of the National Assembly, for verification.
IV.Otherwise, sanctions relating to irregular payments stated in paragraph 3106 of the Financial Regulations may be engaged.
