Context/Observation

1. Thirty-six (36) capital projects had outstanding liability totalling N44,639,997,892.37 (Forty-four billion, six hundred and thirty-nine million, nine hundred and ninety-seven thousand, eight hundred and ninety-two naira and thirty-seven kobo) as at 1st June, 2018;
2. This is contrary to the Federal Government directives on contracts and Public Procurement Act which requires that there should be availability of funds before award of contracts; and
3. While the huge amount was still outstanding, STDD management contracted sixty-one(61) new jobs, twenty-five (25) undergoing procurement processes, and another twenty (20) projects at between 80% -100% completion rate which were yet to be paid for.

Legislative Recommendation

The Director is requested to:
i.Justify the award of contracts without ensuring that funds are available to meet the obligations which resulted in non-settlement of this huge liability of N44,639,997,892.37 (Forty-four billion six hundred and thirty-nine million nine hundred and ninety-seven thousand eight hundred and ninety-two naira and thirty-seven kobo); and
ii.Otherwise, apply sanctions relating to irregular award of contract in paragraph 3117 of the Financial Regulations.
