Context/Observation

I.The Vice-Chancellor approved a contract for the “Development and Supply of Integrated Payroll and Accounts Management Software for the bursary department of the University” via award letter reference number: MAUTECH/R/T5/VOL.1, dated 16 June, 2017, at a contract sum of N7,350,000.00
II.Payment was subsequently made vide payment voucher number 1708031343383308 dated 9 August, 2017, and
III.The amount was above the threshold set for the Accounting Officers of Government Parastatals for contract of supplies or services which is put at below N2,500,000.00. The contract was awarded without recourse to the University Tenders Board.

Legislative Recommendation

The Vice Chancellor is requested to:
i.Provide reasons why contracts were awarded above the approval threshold of the Vice Chancellor.
ii.Recover the sum of N7,350,000.00 and remit same to the Treasury.
iii.Forward evidence of remittance to the Public Accounts Committees of the National Assembly.
iv.Otherwise, apply sanctions relating to irregular award of contract stated in paragraph 3117 of the Financial Regulations.
