Legislative Recommendation

The Steering Committee Chairperson should ensure that:
I. An implementable transition plan is developed in the immediate short-term This can be achieved through the instrumentality of a Strategic Plan and a Human Resource Policy for the IPPIS which should clearly highlight people and resource requirements for current and future needs of the various groups (IT, quality assurance, Users, auditors, and so on) on the IPPIS

II. IPPIS operational team on the project should be well motivated, so as to encourage performance and discourage harmful practices and/or staff turnover.

III. The internal auditors will need Computer Assisted Audit Tools (CAATs) to enable them automate aspects of their audit process including Embedded Audit modules (EAM) (that capture information of audit significance on a continuous basis for prompt investigation) and any advance Analytics tools for data extraction and analysis.

IV. Apply sanction relating to gross misconduct specified in paragraph 3129 of the Financial Regulations (FR).
