I.The GIFMIS project do not have a completed and approved Information Security policy document and guideline which is a crucial governance tool.
II. There were no security incident reports and follow-up documents to assess security incidences (e.g., threats to the Network, Database, environmental security or employees’ violations of security and actions the Project Team undertook to save the situation)
III.This shows that security issues were not taken seriously, and this could result to serious implication in the nearest future.
The Accountant General of the Federation is requested to:
I.Design and enforce a service-wide Information Security Policies, Guidelines, and Standard Operating Procedures (SOPs) for all aspects of the GIFMIS systems and its computing environment (physical and virtual)
II.Ensure that this policy and operational procedures are communicated to all officers to attain organisation-wide knowledge and adherence
III.Adopt a Security Framework with good practices and global standards
IV.Enforce regular checks on the health of its systems through the activities of the IT Security Unit and attend to any report of the assessment of risks on its systems by approving these and enforcing implementation of all the recommendations
V.Apply sanctions relating to gross misconduct specified in paragraph 3129 of the Financial Regulations.
