The payments were made in three tranches and in the name of the public relation officer (PRO) of the ministry. There was no evidence of how the sum was utilized. Efforts made to get the PRO of ministry to show proof of utilization of the sum for the approved purposes were rebuffed by him. A visit to and physical examination of the digital entrepreneurship office could not substantiate the claims of equipping the digital entrepreneurship office.
