It was discovered in the audit that a retired staff of the board during the period under consideration incurred a total expenditure of N1,243,000 before approvals and even authorization of the said amounts were obtained. The details of the transactions are represented in a schedule to my report to the board.
These constitute serious breach of internal control in the system which could expose the board to potential loss of fund through fraudulent manipulations.
The executive chairman of Anambra state physical planning board was requested to discontinue forthwith this practice which negates the very objective of internal control in the system and ensure that approvals are obtained appropriately before expenditures are incurred and inform the Auditor-General accordingly.
