News Story: Last Thursday, Paradigm Leadership Support Initiative, with support from MacArthur Foundation, convened stakeholders, including state & non-state actors across all 36 states at the Shehu Musa Yar’adua Centre Abuja, for the launch of the 4th edition of our annual Subnational Audit Efficacy Index, #SAEIndex2023.

In his opening remark, PLSI Executive Director, Olusegun Elemo noted that “this edition is the fourth annual assessment, and as always, our objective is not to embarrass any government or policy actor but to simply collaborate and partner with state and non-state actors to examine the level of transparency and accountability operational in the management of public funds and implementation of public policies across all 36 states of the federation.”

We received a Goodwill Message from Hon. Bamidele Salaam, the Chairman, Public Accounts Committee, House of Representatives #FGN. He acknowledged the critical reforms PLSI and other CSOs are driving through different initiatives and pledged continuous collaboration to enhance sustainability. Goodwill messages from the representative of Institute of Chartered Accountants of Nigeria (ICAN), and the Office of the Auditor-General for the Federation emphasized the importance of PLSI enhancing collaboration with other CSOs to bring about needed change. This was followed by the keynote address delivered by Prof. Andrew Onwuemele (who represented the DG of Nigerian Institute of Social and Economic Research).

To encourage and recognize the efforts of stakeholders in promoting accountability, meritorious awards were presented to the top performers in 2021, 2022, and 2023 SAE Indexes. It is interesting to note that #Bauchi and #Osun ranked 1st in 2021, while Akwa Ibom State ranked 1st in 2022. Ekiti and Yobe State emerged 1st in the recently launched SAE Index 2023.

The official unveiling of the Subnational Audit Efficacy Index 2023 featured State Auditors-General, Accountant Generals, Public Accounts Committee Chairmen, Development Partners, CSOs and other key stakeholders across 36 states.

An insightful panel session moderated by Jubril Shittu, CEO of Public and Private Development Centre – PPDC, and Dr. @Biobele Daviana Davidson of BudgIT delved into improving health policy outcomes and enhancing public audit impact for improved service delivery at the subnational level.
Panelists include: Adeuya Victor, #EkitiState Auditor General; Ayodeji Ogunyemi, Partner, EY West Africa; Olajide Funso Benjamin Bishop, Executive Director of Disability Not A Barrier Initiative ; Felix Abrahams Obi, Nigeria Country Manager, Results for Development; Dr. Anas Tukur, #KatsinaState Auditor General; Dr. Mohammed Gana, #YobeState Commissioner for Health.

The #SAEIndex2023 was a huge success, and we extend our gratitude to our donor, MacArthur Foundation, our partners, all stakeholders present, keynote speaker, development partners, distinguished panelists, moderators, CSOs, media, and all Nigerian citizens. Thank you all!
