Among 23 cross-cutting issues identified, topmost are:
~Govt Revenue: 37.2bn
~Extra-budgetary Expenditure: 29.1bn
~Irregular payments for allowances: 24.2bn
~Paid vouchers not presented for audit: 15.1bn
~Irregular Payments: 9.7bn
~Doubtful/Unaccounted Payments: 7bn
